Code of Conduct

            Code of Conduct for members, leaders, and parents will be enforced.

 

ASSISTANCE NEEDED AT THE FAIR

        4-Hers, family members and leaders are needed to assist with all fundraisers and the information booth during the fair.  This year the fundraisers will be pie and ice cream social, Archery and miniature golf.  A schedule with dates and times that you may volunteer will be sent to all families prior to the fair.  All clubs must have at least one representative volunteer; if you do not, your club will be scheduled in an available time slot and you must show up then.

 

PRE-REGISTRATION OF EXHIBITS

        Enclosed are the pre-registration forms for each of your enrolled 4-H members and cloverbuds.  An example is enclosed to assist you in filling this form out.  Pre-registration should be entered for all exhibits.  Fill out the pre-registration form according to the sample enclosed and remember to print clearly and press hard through all copies.  Your Exhibitor # is a ten digit number beginning with 018 that can be found on your Member/Leader Report (to the right of your name and above your age).

        Two different pre-registration forms will be used again this year to enter your exhibits.  Use the “County Fair 4-H Exhibit Form” for all exhibits to be interview judged on Wednesday, July 9, including all livestock and horse interview judging lots.  Use the “Livestock, Horse, Rabbit, Poultry and Dog Show Exhibit” form for all entries in special 4-H livestock or animal shows.

        After filling in the pre-registration forms, keep the back copy of the multiple form for your records and return all remaining copies to the extension office NO LATER than 4:30 p.m., Wednesday, June 11.  Each FAMILY is responsible for seeing that these forms get turned in on time. 

 

Any pre-registrations turned in after this date will not be eligible for Grand or Reserve Champion at the county level.

         When filling out your county pre-registration forms for the fair exhibits you are entering, refer to your State Fair 4-H Division Exhibit List and the Fair Supplement for Grand Forks County for lot numbers of exhibits.  When writing your project description, please use specific words which identifies the uniqueness of your project.  Example: Drawing & Painting Lot 5140 - Apples in a Basket (not Still Life).

        The county supplement contains:  1) additional lots (which begin with the letter "C") for project areas found in the state fair book, and 2) new lots (which begin with the letter "C") that have been created just for our Greater Grand Forks Fair.

        Any exhibits entered beginning with the letter "C" can only be shown at our Greater Grand Forks Fair and will not advance to the state fair.  Be sure to include the "C" when recording your lot number on your pre-registration form.  Additional lots are provided locally so the 4-Her will have the opportunity to enter a wider variety of exhibits at the Greater Grand Forks Fair.

 

EXHIBIT TAGS

        After registrations are received, exhibit tags will be run in the office for families to pick up.  These tags will be computer generated from the information you turn in on your pre-registration forms.  Exhibit tags may be picked up from the Extension Office, the week of June 30-July 3.   Please call our office to confirm that your tags are ready before stopping in. 

        Securely attach the exhibit tags to your exhibits prior to bringing them to the fair for judging.  Please refer to the specific project area in the State Fair Book for questions on the proper manner to attach exhibit tags. DO NOT SEPARATE YOUR EXHIBIT TAGS ON THE PERFORATION--USE THE WHOLE TAG!  If all pieces are not tagged, the exhibit will be docked a ribbon placing. 

        Please bring your unused exhibit tags for fair exhibits not completed to the registration table when you register on fair day.

 

HOW TO REGISTER ON EXHIBIT ENTRY DAY

        Please register all exhibits at the 4-H Building during times listed in the interview judging schedule that follows.   Please note the registration procedures and how ribbon placings will be recorded for your exhibits.

        1.      The first thing the 4-Her should do before he/she goes to the judging tables is to report to the registration table located inside the 4-H Building.

        2.      Let the staff person know your name and pick up your pre-registration form(s) that lists all your exhibits.  Go through the form and cross out all the exhibits that you have not completed and turn in unused exhibit tags.  Entries may be scratched at this time with no penalty to the 4-Her.

        3.      The 4-Her will then take their exhibits and their pre-registration form(s) to the judges who will initial and record the ribbon placing on the form(s).  When you have all your exhibits judged, please return your pre-registration form(s) indicating all your ribbon placing to the staff person at the registration table BEFORE LEAVING FOR THE DAY.  At this time, indicate which blue ribbon exhibits you want to send to the State Fair by marking the appropriate box on the pre-registration form.  Premiums are also paid from these forms so they must be turned in.

        4.      Parents/leaders bringing absentee exhibitor entries should leave them with the absentee exhibitor superintendent in the designated area.  The superintendent will see that these exhibits are judged.

        5.      All cloverbud exhibits that will not be interview judged should be left at the drop-off site for absentee exhibits. The superintendent will see that these exhibits are judged.

 

INTERVIEW JUDGING SCHEDULE

        1. This is an attempt to help avoid long lines and excessive waiting.  (For those 4-Hers with a lot of exhibits, please come early to allow enough time for judging).  

        2. Please allow up to a couple of hours to complete the judging of your exhibits!   

        3. Judges, division superintendents, and assistants will take staggered dinner breaks so there will be judges available at all times throughout the evening.

        4. 4-Hers and family members may purchase dinner on interview judging day from the concessionaires on the fairgrounds.

 

ALL COUNTY RULES IN THIS BOOKLET TAKE PRECEDENCE OVER STATE RULES

 

GENERAL RULES FOR EXHIBITS AND JUDGING

        1.    All 4-H classes will be open to regularly enrolled 4-H members in Grand Forks County.  The

4-H livestock division is open to surrounding county 4-Hers as well.  Static exhibits must be made or prepared by the 4-H member AND should reflect the age of the member.

        2.    All exhibits should be pre-registered.  Each 4-H member has received a pre-registration form that is due in the extension office by Wednesday, June 11.  4-Hers should use the current State Fair 4-H Division Exhibit Book, in addition to the county supplement, to determine the appropriate lot numbers for their exhibits.  If the exhibit is listed as an incorrect lot number on the pre-registration form, extension staff will assist the 4-Her in transferring it to the correct lot for judging purposes.

        3.    ALL 4-H PROJECTS WILL BE INTERVIEW JUDGED.    This includes entries which receive participation awards.  Static exhibit participation entries will receive a participation ribbon and no premium.  All other 4-H static exhibit entries will receive blue, red and white ribbon placing and their respective premiums.

        4-Hers in livestock projects (beef, dairy, sheep and swine) must bring livestock records with them. Poultry and rabbit record keeping forms are also required.  Information on procedures for livestock interview judging is found on pages 2 and 3 of the county supplement.  Livestock interview judging will receive blue, red or white ribbons but no premiums.  Livestock interview judging is required in order to participate in the Livestock Show and to receive show premiums.

        4.    DRESS CODE:   All members will follow the North Dakota State Fair Dress Code for the Grand Forks County Fair.  All competing 4-Hers will be neatly dressed and must wear a solid colored white, yellow, gray or green shirt/blouse with the 4-H emblem prominently displayed, and securely fastened on the front.  Participants/exhibitors should wear dark jeans/slacks/skirts, and livestock exhibitors should wear boots/protective shoes for safety.  Exhibitors not following the dress code shall received reduced premiums equivalent to one ribbon placing.  (4-H emblems may be picked up at the County Extension Office at the cost of $1.00 each.)

        5.    ABSENTEE EXHIBITOR INFORMATION:  If a 4-H member cannot attend entry day of the fair and is enrolled in a project that is to be interview judged, the 4-H member must fill out an absentee exhibitor form (a sample is found in the back of this booklet).  Leaders or assistant leaders will need to okay the absence and sign the form.  THESE FORMS ARE ALSO AVAILABLE TO PICK UP FROM THE EXTENSION OFFICE.  Pre-register these exhibits just as you would for exhibits that will be interview judged.

        IF YOUR PROJECT DOES NOT HAVE an absentee form attached, it will automatically be dropped one ribbon placing.  All blue ribbon exhibits, including those of absentee exhibitors, will be considered for grand and reserve champion.

        6.    NON-ANIMAL EXHIBITORS INFORMATION:   4-Hers who are enrolled in any of the Unit 1, Animal Science Projects who do not have an animal to show in the various 4-H Shows may bring their completed project manual and be interview judged.  These 4-Hers will be awarded blue, red, or white ribbon placing and will receive premiums equivalent to other static exhibit placing.

        Please pre-register for "Non-Animal Exhibitor" interview judging by using the numbers listed in the County Supplement identified as "Non-Animal Exhibitor" interview judging in the various animal show divisions.   The "Non-Animal Exhibitor" interview judging lots are also an option for the 4-Her who loses an animal prior to the fair that they had planned to show.

        7.    Cloverbuds may have a total of four (4) entries at the Greater Grand Forks Fair.  They may have two (2) static exhibits as well as one (1) small (poultry or rabbit) and one (1) large animal.  Cloverbud lot numbers are found in the County Supplement book for animal and static exhibit lot numbers.  Cloverbuds receive a participation ribbon and no premium for each entry.  The Cloverbud member may choose whether or not to be interview judged.

        8.    The exhibit area may get dusty and dirty, so please cover your exhibits in plastic wrap, plastic bags or whatever you have to protect the exhibit.  This should protect the exhibit from getting soiled from people handling the exhibit, which is inevitable.  Please bring additional zip lock bags for recovering food exhibits as well.

        9.    The interview judging of 4-H exhibits at the Greater Grand Forks Fair & Exhibition will be the qualifying event for the State Fair.  No other shows will be accepted as a qualifying show.

        10.  Grand Champion and Reserve Champion may be chosen from deserving blue ribbon exhibits in all 4-H divisions.

        11.  The County Extension Office is not responsible for accidents, lost, stolen or broken articles this includes static exhibits and livestock.

 

TWO-WAY FOLDERS AND POSTER EXHIBITS DEFINED

        A two-way folder is two 8 ½" x 11" sheets attached with rings, snaps, etc.  One side of folder may explain one type of item, the other side may show applications of items.  A poster must be 14" x 22", display learning accomplished, a story or message to the viewer, and be neat and attractive.

 

PROTESTS

        All protests made against any entry or against any decision of the judges must be made in writing within 24 hours and a deposit of $10.00 must accompany the protest.  All protests must be made to the extension staff.  The deposit will be forfeited if the protest is not sustained.  No protest or appeal based upon the statement that the judge or judges are incompetent or have overlooked an animal or article will be considered.  Protest must state plainly the cause of the complaint or appeal, with specific charges and recital of facts relied upon or the rule violated, naming witnesses and their addresses by whom proof is to be made.  All questions in dispute of differences not covered by these rules shall be referred to the governing 4-H Fair Committee whose decisions shall be final.

       

Any inappropriate conduct toward the judges or management by exhibitors, leaders or parents will be cause for withholding any premium award.

        The decision of the management on all matters shall be final.

 

RELEASE OF EXHIBITS

        All 4-H exhibits, including livestock, will be released on Sunday, July 13 between 6:00 and 8:00 p.m.  All livestock exhibits must be out of the building by 8:00 p.m.  NO EXHIBITS WILL BE RELEASED EARLY!  Exhibits taken out prior to this time will forfeit premiums.

        Please stop at the check-out tables in the 4-H Building with all static exhibits before removing them from the building.  Doing so will verify that you have picked up all your exhibits.

        IF YOU ARE UNABLE TO PICK UP YOUR OWN EXHIBITS, please be sure that your leader or someone else is there to pick them up for you! The extension office will not be responsible for exhibits left after 8:00 p.m., Sunday, July 13.  Any exhibits left after 7 days will be disposed of.

       

        Assistance is needed Sunday evening to disassemble the livestock and static exhibit areas.

 

HOW TO ENTER EXHIBITS FOR THE STATE FAIR

        The Grand Forks County 4-H Organization provides funding to pack and ship our county exhibits to the State Fair.  All exhibits with lot numbers from the State Fair 4-H Division Exhibit List that have received a blue ribbon are eligible to go on to the State Fair.

        The 4-Her or someone representing the 4-Her must be present at the time of exhibit  release.  Please remove the county end of the exhibit tag and make sure all the information on the tag is correct, including the right lot number!  Blue ribbon exhibits that are left without going through the check-out process, will NOT automatically be sent.  Any item sent to the State Fair is being sent at your own risk.

 

PACKING AND SHIPPING OF STATE FAIR EXHIBITS

        Packing of exhibits going to state fair will be held on Monday, July 14, at 9:00 a.m.  HELP is needed from 9:00 to 12:00 noon  with sorting and packing of the exhibits.  Any club that does not have a representative there to help with packing will not have their exhibits sent on to the State Fair. 

       

PLEASE NOTE: There are certain exhibits which cannot and will not be shipped. Those exhibits include:  Food items (including canned items), perishable items, highly fragile, extremely valuable items or extra large and/or heavy items.  If your exhibit is one that has any possibility of being damaged during shipping, the superintendents may elect not to ship it.  Families may choose to take the preceding items themselves to the fair or ship them at your own expense and arrangements.  A State Fair Exhibit Form, which is necessary for registration, is available from our office.

 

SPECIAL 4-H SPONSORED EVENTS

        4-H Bunny Hop Races

The 4-H bunny hop races will begin immediately following the rabbit showmanship contest

Saturday, July 12.  All 4-H members are welcome to participate in this activity and no pre-registration is required.

 

Bunny Hop Race Rules

1.    The bunny hop race will be run in three heats with two rabbits racing at a time.

        2.    The 4-H owner of each rabbit may use any means possible to get their rabbit to complete the course, EXCEPT touching or spraying the rabbit with water.

3.    The winners will race each other in the semi-finals until there are only two winning rabbits.  They will then compete in the final round.

        4.    The two final rabbits will receive a first and second place ribbon.

                     

Rooster Crowing Contest

        The rooster crowing contest will be held Friday morning, July 11.  All poultry are eligible to participate.  The winner will be announced at the Awards Ceremony Sunday, July 13.  First and second place ribbons will be awarded along with participation ribbons.

       

Clean Stall Award

        The clean stall award will be given to the individual and/or family that does their best to keep their pens, animals, resting areas and other areas of the livestock corrals as orderly and clean as possible.  This award is presented in an effort to promote the 4-H program and the livestock area as a clean and sanitary place.  This award will be announced at the Awards Ceremony Sunday, July 13.

 

FUNDRAISERS

        This year we have three fundraisers to the county fair.  We hope that all families will be able to dedicate some of their time to volunteer at a station.  It is our intention that if these fundraisers go well there will be fewer fundraisers throughout the year.  It is very important that every club have at least one representative volunteer during the fair.  If your club does not have someone sign up, we will automatically sign your club up during an empty spot, and you will be responsible for finding people to be there.

 

        Pie and Ice Cream Socials

        We will again sponsor pie and ice cream socials during the fair.  The socials will be held Friday, July 11, from 7:00-10:00 p.m.; Saturday, July 12, from 1:00-10:00 p.m. and Sunday, July 13, from 1:00-5:00 p.m. 

        Each family is asked to donate at least two pies. Please do not bring pies that must be refrigerated.  No cream pies, pumpkin pies, or any pies with eggs are allowed by the Public Health Department.  Please bring your pies to the Information Booth or directly to the trailer on Friday or Saturday.

 

        Mini-Golf

        This year we will use our mini-golf courses as a fundraiser during the fair.  We need at least two people in the mini-golf areas at all times and one person must be an adult.

        Miniature golf will be open Thursday, July 10, from 3:00-7:00 p.m.; Friday, July 11, from 3:00-7:00 p.m.; Saturday, July 12, from 12:00-7:00 p.m. and Sunday, July 13, from 12:00-5:00 p.m. 

 

        Archery

        This year we will use our NASP archery equipment as a fundraiser during the fair. Volunteers on the range must be certified in Archery. However, additional volunteers are still need to help run the booth.

            Archery will be open Thursday, July 10, from 7:00-9:00 p.m.; Friday, July 11, from 7:00-9:00 p.m.; Saturday, July 12, from 2:00-4:00 p.m. and Sunday, July 13, from 2:00-4:00 p.m.
